I personally don’t think anyone with the capacity to become a billionaire still has a conscience with which to regret or introspect. Meanwhile based on my reading of history, exiling/imprisoning oligarchs works in their favour in the long run.
Billionaires became billionaires by ruining the life of dozens of thousands of people each. They should have plenty of time to regret that before their end, that’s my take
