Germany got rid of conscripting soldiers a while ago. Starting the Ukraine war the government is thinking about how the German army can meet its personnel goals, for fulfilling its obligations.
We still have no conscription but a voluntary service. He tries to overturn that decision or at least profit from the controversy.
In addition, the Bundeswehr currently doesn’t have the capacity (personel, infrastructure) to conscript the entire ‘fit’ part of a year’s cohort (of those who wouldn’t refuse). Thus, under this condition, mandatory conscription would be even more (still only

Conscription is a hindrance to joining wars far away. By and large, a country’s citizens do not want to go to war outside its borders. On the other hand, countries with professional militaries are relatively free to conduct warfare abroad without the populace getting angry, see the US.
