Their whole foreign policy is focused on destabilizing foreign countries and governments. They are absolutely involved.

They are our neighbour in a contested and highly strategic space: the Arctic. We are a middle power with an economy as big as theirs and as much land. We are allied with their (previous and current) adversaries, part of 5eyes, and freeze oligarch assets.

I don’t see that. Canada claim to the arctic rests on claiming our land physically extends out. America is up there claiming it with their navy and so is Russia. Anyways meme’n online isn’t contributing to their arctic claim. It doesn’t make sense. Politically Russia does not care about Canada right now.
